Central Coast RBS was one of the very first AB1221-compliant RBS training course providers approved by the California Department of Alcoholic Beverage Control (ABC). Assembly Bill 1221’s Responsible Beverage Service (RBS) Training Program mandates every alcohol server and alcohol manager be certified under new state guidelines by August 31st, 2022, or face a penalty.

The Central Coast RBS team of dedicated instructors is entirely made up of law enforcement veterans with over 70 years of combined experience.

  • Bernadette grew up south of the Central Coast and graduated with her degree from Glendale College. In January 2022 she retired from her local police department after a 25-year career as a police officer. During her time as an officer she worked as a patrol officer, detective, recruit training officer at the police academy, field training officer, Honor Guard member, and terrorist liaison officer. She was also the liaison officer with the Special Olympics for 14 years, during which time she coordinated fundraising campaigns raising over $50,000 for Special Olympics Ventura County. During her last nine and a half years with her agency, she worked as the Alcohol Enforcement Officer. In her role, she oversaw 350 alcohol establishments and over 100 special events annually in the city. Her assignment required her to manage all of the licensing, alcohol use permits, ordinance modifications, enforcement measures, compliance checks, retailer education, alcohol awareness campaigns, minor decoy operations, shoulder tap operations, and ABC Impact inspections. She worked directly with the California Department of Alcoholic Beverage Control (ABC) agents and licensing representatives. Bernadette was requested by ABC to be a participatory stakeholder in the development of the responsible-beverage-service-training-act (AB 1221). In her leisure time, Bernadette enjoys hiking, traveling, and spending time with her family & friends.

  • James grew up on the Central Coast where he and his wife, Jennifer, raised their three children. He is a veteran of the US Marine Corps Reserve, serving from 1993-2001 as a Field Radio Operator. James retired from law enforcement as a Sergeant after a 26-year career. He obtained an Associate’s Degree with Honors in Administration of Justice. During James’ law enforcement career, he held a variety of assignments including Field Training Officer, Senior Deputy, Patrol Sergeant, Criminal Investigations Division Sergeant, Property and Evidence Supervisor, and Field Training Program Coordinator. James also held Collateral Assignments as a member of his Sheriff’s Honor Guard and Underwater Search and Recovery Team. He received numerous awards and commendations throughout his career including the H. Thomas Guerry Award for Valor as well as the Sheriff’s Office award for Valor. James had the opportunity to work closely with the local Health Department and managed the Tobacco Enforcement (decoy) operations for a number of years. James very much enjoyed the teaching and training aspect of law enforcement in his role as a supervisor. In addition to being an RBS instructor, James also works part-time in the Executive Security Industry. When not at work, he and his family enjoy watching baseball, being outside, and traveling all over the country.


  • Fabian grew up just south of the Central Coast, which he still travels to in order to spend time visiting family. Fabian obtained his Master’s Degree in Homeland Security from Penn State University and his Bachelor’s Degree in Criminal Justice from Cal Lutheran University. His degrees have helped him throughout his law enforcement career, where he has a total of over 18 years; 15 of those as a sworn police officer. Fabian has experience as an instructor in a few different roles, most notably Active Shooter Response, Scenario Based Trainer, Field Training Officer, and Academy Instructor. He has worked a variety of assignments including patrol, investigations, Terrorism Liaison Officer, and SWAT. Fabian has numerous awards to his name, including the Medal of Valor Merit Award and his department’s distinguished Officer of the Year Award. Fabian is a native Spanish speaker and assists in translating in a variety of settings from the street to the courtroom. Prior to becoming a police officer, Fabian was a bartender, where he became familiar with ABC laws and the importance of safety in alcohol service. To this day, he still enjoys the mixology craft when having friends and family over. In his free time, Fabian enjoys spending the day at the beach with his wife and dogs, sports, and traveling.

We have strategically partnered with Certified Alcohol Training as they share our values, work ethic, and experience. Certified Alcohol Training is also law enforcement and veteran family-owned. Their Founder and CEO, Jerry Jolly, is a former director of California's Department of Alcoholic Beverage Control(ABC).

Jerry Jolly has worked with other law enforcement agencies for years including joint agencies task forces, attending the FBI National Academy, and providing training classes on ABC for other agencies and departments. Certified Alcohol Training has over 80 years of combined experience in California ABC law and can provide our clients with a valuable additional perspective of the California ABC.

We wanted to give our clients the best possible experience, and the best knowledge and practices. We wanted to simplify the sign-up experience and follow-up information by using their virtual online (zoom) course portal for our virtual course. Our partnership now allows this.
